Spain Launches Comprehensive Climate Adaptation Programme with 176 Strategic Measures
The Ministry for Ecological Transition and the Demographic Challenge in Spain has launched a comprehensive climate adaptation programme comprising 176 targeted measures aimed at mitigating the impacts of climate change.
Vice President Sara Aagesen announced this initiative during the Climate Days conference in Barcelona, emphasising its role as the national roadmap from 2026 to 2030 to strengthen Spain s resilience to climate impacts.
The programme extends the work initiated in 2021-2025, focusing on protecting vulnerable populations from heatwaves, reinforcing infrastructure resilience, adapting urban environments, and improving climate risk projections.
The measures are organised across sectors including health, water, biodiversity, agriculture, coastal management, energy, mobility, tourism, and urban planning. It aims to strengthen early warning systems and support decision-making processes with specialised climate services, including ten new weather-related services aimed at sectors such as agriculture and renewable energy production.
In healthcare, the plan proposes establishing a National Climate Refuge Network and enhancing policies to prevent heat-related health issues, particularly among vulnerable groups. It also advocates for improved flood prevention, city adaptation strategies, and the promotion of energy-efficient and climate-resilient building renovations.
Furthermore, the programme prioritises coastal protection and the resilience of critical infrastructure such as transport networks and energy systems. The initiative involves collaboration between 19 government ministries, regional authorities, scientific communities, social organisations, and other stakeholders to ensure comprehensive implementation.
Overall, the plan aims to create a robust framework that anticipates climate risks, ensuring the country can adapt effectively while supporting sustainable development and climate resilience objectives across multiple sectors.
