Unlocking the Potential of Pumped Hydro Storage for Spains Energy Transition
Pumped hydro storage represents a critical component in the shift towards a more sustainable and reliable energy system in Spain. The report highlights that the current planning includes around 4 gigawatts of capacity, yet insufficient action threatens to delay or limit their realisation. This underinvestment perpetuates a technological imbalance, with current subsidies disproportionately favouring battery storage at the expense of pumped hydro.
Indeed, the report reveals that subsidies for batteries can account for up to 50 per cent of the capital expenditure (CAPEX), while pumped hydro receives only about 8 per cent. This imbalance distorts the neutral technological landscape and undermines the role of pumped hydro as a cornerstone for long-term energy storage.
Expert insights from Antonio Hernandez, a partner at EY Spain in the Regulatory Sectors and Economic Analysis division, underscore that prioritising pumped hydro can significantly improve grid resilience and reduce overall costs. Pumped hydro provides rapid response times and large-scale storage capacity, making it ideal for balancing variable renewable generation and ensuring supply security.
The report also discusses the need for supportive regulatory frameworks and proactive government policies. Recent legislative measures, such as Royal Decree Law 7/2026, are crucial steps forward. However, the real challenge lies in aligning policies to encourage the timely development of pumped hydro infrastructure, minimising delays and fostering technological neutrality.
