Spain Launches Second Call for Industrial Decarbonization Grants to Accelerate Sustainable Manufacturing

November 11, 2025922

The Ministry of Industry and Tourism in Spain has initiated the second call for applications under Line 4 of the Strategic Project for Economic Recovery and Transformation (Perte) of Industrial Decarbonization. This initiative allocates 100 million euros in grants aimed at fostering the development of innovative, highly efficient, and decarbonized manufacturing facilities. The effort aligns with the broader objectives of the Plan of Recovery, Transformation, and Resilience scheduled for 2025, emphasizing the desire of Spain to promote environmental sustainability and industrial modernization.

According to government officials led by Jordi Hereu, the focus of this funding is to drive advancements in manufacturing processes that significantly reduce greenhouse gas emissions. The grants will support projects that integrate cutting-edge technologies to optimize energy consumption and limit environmental impact. The Ministry views these investments as essential to achieving the national environmental targets and strengthening the competitiveness of the manufacturing sector.

The selection process for these grants will follow a competitive, transparent, and equitable procedure, based on principles of publicity, objectivity, and non-discrimination. Evaluations will consider factors such as applicant eligibility, the viability of proposed projects, commercial and technical maturity, and the amount of greenhouse gases emissions avoided through the implementation of best available techniques and environmental best practices. This rigorous process ensures that the most promising and impactful projects receive support.

The application window opens on December 1 and closes on December 18, with the selection and management of grants entrusted to Sepides, the entity responsible for overseeing these subsidies. Previous phases of the Perte for Decarbonization, including lines 1 and 4, have successfully disbursed more than 580 million euros to over 65 companies. The initial allocation of 83.76 million euros in line 4 funded notable companies such as Fertiberia Castilla y Leon, Biotermica Villanueva, Hydnum Puertollano, and Alier, demonstrating the capacity of the program to catalyze significant industrial transformation.

As Spain accelerates its decarbonization efforts, the continued funding aims to promote innovative industrial techniques that contribute to climate goals while fostering economic growth. These initiatives are expected to generate significant environmental benefits by reducing greenhouse gas emissions and enhancing energy efficiency. The strategic focus remains on supporting industrial sectors to adopt sustainable practices, ensuring that Spain remains competitive in a low-carbon economy and resilient to future environmental challenges.

Overall, the second call under the Perte line 4 represents a vital step towards enabling Spain's industrial sector to lead in decarbonization, aligning economic development with ecological responsibility and climate commitments.
